year which also provided much-needed relief funds for hurricane sandy victims. that was a bipartisan bill. it was supported by senate republicans and democrats alike. but the republicans in the house regrettably gutted the bill and sent back legislation that explicitly cut out wildfire relief. in that context, let me make one point absolutely clear. this is an emergency. some people have questioned the need for funding and have asked why we wouldn't limit dollars to just hurricane sandy saer kwras like the bill -- hurricane sandy areas. the short answer is it is the fiscally smart thing to do, the right thing to do, and the fair thing to do. this bill is an emergency appropriations bill for all national disasters, not just hurricane sandy. it is our best hope of seeing wildfire relief. i emphatically note that the colorado emergencies occurred before hurricane sandy and the west should not have to continue to wait. very few emergency supplemental bills pass congress. this bill is passing now, and it should include aid for colorado and other states across our country. we as americans,

who say that the sandy hook tragedy was a hoax. the real purpose was to create a political environment to take away all our guns. the american public is largely on board with at least some of the president's agenda. in a new nbc news/"wall street journal" poll, more than half, 56%, say laws covering the sale of firearms should be stricter. so what realistically can the president do? david corn is washington bureau chief for "mother jones," joy reid is managing editor of thegrio.com, and both are msnbc political analysts. joy, how large should he be looking? >> i think the president needs to go in with a large package obviously, but when you talk to individual lawmakers, particularly on the house side, you get the sense two things have to happen. first of all, something has to pass the senate. that theoretically could be large, but the house is going to be a much tougher sled, although i was speaking with a couple lawmakers yesterday who seemed to think parts of what the president wants could actually pass in the house. things that are pretty much noncontroversial, things like universal

. is comes on the same day as another meeting on the future of sandy hook elementary school where 26 people were killed last month. people want that building torn down. others think it should be renovated and reopened. sandy hook students are attending class at a former middle school in a nearby town. the movie theater in colorado where 12 people died and dozens more were hurt in a shooting rampage last summer and is set to reopen its doors. victims, their families, first responders, and local leaders attended a reopening ceremony thursday night where some boycotted the event. the theater owner plans to temporarily reopen the complex today and it will be permanently reopened next friday. >> new figures on d.c. traffic camera program show it is breaking in a lot of cash. examiner is reporting a program collected nearly $2 million this past december. that is up more than 2000% from december 2011. the district has stood by its program as an effective tool to combat traffic fatalities. the number of traffic related debts dropped by 40% from the previous year. >> big changes around a way for esc

suspect. >> all right tom, thank you. gun reform remains a hot topic on the wake of the deadly sandy hook shooting. senator feinstein introduces a ban today that would ban assault weapons. it is stricter than the 1994 ban but does not cover guns already owned. >> a new reporter is making a startling claim about the metropolitan police department. more than 100 reported sexual assaults were not properly investigated. jennifer donelan spoke with the author of the article and she spoke with victims. >> on the humets watch human rights allegedlies that the police department did not take victims seriously and even discouraged them at time she was 23 years old when a man put a knife to her neck and tried to rape her. >> i said it that night and i say it every day that you're not lonning to me. i have a feeling that a lot of women feel that way. >> she recounted her case as a robberyry. she made no mention of the rape. >> they changed it enough so it would not be considered a sexual assault. >> the human rights watch listed this reporter where they found 170 c
this other story, there's been a lot of discussion about guns in schools, and guns in general after the sandy hook sad situation in december in connecticut. and now there's a kindergarten girl who apparently owns one of these little devices, you look at the screen at hello kitty bubble gun. apparently, she was talking about this toy at school. it's my understanding she actually didn't even have the toy with her at the mt. carmel area school in pennsylvania. as a result of just talking about shooting bubbles at one another, apparently she received a ten-day suspension. it was reduced to two days, but that's kind of unclear now whether or not she should even have faced any kind of suspensi suspension. >> steve: well, this is kind of crazy the two five-year-old girls were waiting at the bus, hey, i'm going to shoot you with my hello kitty bubble machine and somebody overheard it and next thing you know, just because people are, you know, freaked out about guns since sandy hook, the school got involved. and she was suspended for ten days, and then reduced it to two. but she was also given, becaus
of these latest, you know, incidents up at sandy hook, et cetera. they want something done, they don't want this one to pass without something happening. and what is the something? is it an assault weapons ban? is it universal background checks? but i do think there is an overreaction to the president's 23 executive orders. they really weren't much -- things like, you know, ordering studies into what causes gun violence. i mean these weren't like, you know, massive grabs for power. i think this rhetoric is sort of over done. jon: the president generally does frame his battles. he cast his opponents as the republicans in congress, when it's fair to say that he's got an awful lot of democratic opposition to some of these proposals as well. >> that's true. what is happening here is this goes back to individual district, and, look, the country may be wanting more control, or some action to make guns safer, but it's different by district. in inner cities whether you're a democrat or republican gun control is much more popular. you get out in the more rural states, more rural areas and there are
